Bowmero(바우뫼로, 이하 "회사")는 게시물 후원 SNS 또르띠(Torti)(이하 "서비스")에서 아동·청소년 성착취(Child Sexual Abuse and Exploitation, CSAE)를 어떤 형태로도 용납하지 않습니다. 이 문서는 서비스에서 금지되는 행위, 회사의 탐지·조치·신고 절차, 이용자의 신고 방법과 담당자 연락처를 정합니다. 이 기준은 이용약관 제19조·제21조와 청소년보호정책의 일부를 구성합니다.

1. 금지되는 콘텐츠와 행위

다음은 서비스에서 절대 금지되며, 발견 즉시 삭제·계정 영구정지·관계 기관 신고 대상입니다. 실제 아동뿐 아니라 아동으로 보이거나 아동으로 표현된 인물(그림·AI 생성물 포함)을 대상으로 하는 경우도 같습니다.

• 아동·청소년 성착취물(CSAM): 아동·청소년이 등장하여 성적 행위를 하거나 성적으로 묘사된 사진·영상·그림·AI 생성 이미지 및 그 링크의 게시·공유·요청
• 아동 성적 대상화: 아동·청소년을 성적 대상으로 묘사·암시하는 콘텐츠, 성적 맥락의 후원 코멘트, 아동의 신체를 성적으로 부각하는 이미지
• 그루밍: 성적 목적으로 미성년자에게 접근·친분을 쌓거나, 성적 대화·사진·만남을 요구·유도하는 행위, 후원을 대가로 미성년자에게 성적 요구를 하는 행위
• 성적 강요·협박(sextortion): 미성년자의 사적 이미지를 이용해 협박·강요하는 행위
• 아동 인신매매·성매매 알선: 아동을 대상으로 한 성매매·인신매매를 광고·알선·홍보하는 행위
• 아동 학대 묘사: 아동에 대한 신체적·정서적 학대를 미화·조장하거나 학대 장면을 오락적으로 게시하는 행위
• 위 콘텐츠를 얻을 수 있다고 안내하거나 다른 서비스로 유도하는 행위

2. 앱 안에서 신고하는 방법

• 모든 게시물·후원 코멘트·프로필에는 신고 메뉴가 있습니다. 게시물·코멘트·프로필의 "···" 메뉴 → "신고" → 사유 "불법" 또는 "성적 콘텐츠"를 선택하고 내용을 적어 제출합니다. 신고는 앱을 벗어나지 않고 완료되며, 신고자의 신원은 피신고자에게 공개되지 않습니다.
• 앱 설정 > 고객지원, 또는 이메일 [email protected]으로도 신고할 수 있습니다. 아동 안전 관련 신고는 제목에 [아동안전]을 붙여 주시면 최우선으로 처리합니다.
• 신고를 받으면 회사는 24시간 이내에 1차 검토를 시작하고, 아동 안전 관련 신고는 다른 신고보다 우선하여 처리합니다.
• 서비스 이용자가 아니어도 위 이메일로 신고할 수 있습니다(공개 게시물은 웹 공유 링크로 열람될 수 있으므로).

3. 아동 성착취물(CSAM)에 대한 조치

회사는 CSAM을 다음과 같이 처리합니다. CSAM은 「아동·청소년의 성보호에 관한 법률」(이하 "청소년성보호법") 제2조 제5호의 아동·청소년성착취물을 포함하며, 미성년자가 등장하는 성적으로 노골적인 시각 자료 전부를 뜻합니다.

1. 즉시 제거: 신고 또는 자체 검토로 CSAM이 확인되면 일반 검토 큐를 거치지 않고 즉시 노출 차단·삭제합니다. 판단이 어려운 경우에도 검토가 끝날 때까지 우선 노출을 차단합니다.
2. 계정 영구정지: 게시·공유·요청한 계정을 영구정지하고, 해당 계정의 잔여 타코·정산을 동결합니다. 동일 인물의 재가입은 차단합니다.
3. 증거 보존: 삭제된 콘텐츠와 게시 계정 정보·접속 기록을 수사기관 제출을 위해 접근이 통제된 곳에 분리 보존합니다. 보존한 자료는 수사·법적 절차 외의 목적으로 열람하지 않습니다.
4. 기관 신고: 청소년성보호법 제34조에 따라 경찰청(사이버범죄 신고 시스템) 또는 방송통신심의위원회에 신고하고, 필요 시 여성가족부 디지털성범죄피해자지원센터에 피해자 지원을 요청합니다. 해외 이용자와 관련된 경우 해당 국가의 관계 기관 또는 NCMEC 등 국제 기관과 협력합니다.
5. 재업로드 차단: 확인된 CSAM은 해시로 기록하여 동일 파일의 재업로드를 차단합니다.
6. 피해자 요청: 피해자 또는 그 대리인이 「전기통신사업법」 제22조의5에 따라 삭제·접속차단을 요청하면 지체 없이 조치하고 결과를 알립니다.

CSAM으로 의심되는 콘텐츠를 발견한 이용자는 다운로드·저장·공유하지 말고 즉시 신고해 주세요. 그러한 자료의 소지·전달 자체가 범죄가 될 수 있습니다.

4. 관계 법령 준수와 기관 신고

• 회사는 「아동·청소년의 성보호에 관한 법률」, 「정보통신망 이용촉진 및 정보보호 등에 관한 법률」, 「전기통신사업법」 제22조의5, 「청소년 보호법」 및 서비스가 제공되는 국가의 아동 안전 관련 법령을 준수합니다.
• 회사는 수사기관·법원 등 권한 있는 기관의 적법한 요청에 지체 없이 협조하며, 아동 안전 관련 요청은 최우선으로 처리합니다.
• 회사는 아동 안전 관련 신고·조치 기록을 보존하고, 관계 법령이 정한 보고 의무가 있는 경우 이를 이행합니다.

5. 예방 조치

• 연령 제한: 만 14세 미만은 가입할 수 없으며, 결제 기능은 생년월일 확인 후에만 이용할 수 있습니다. 만 14세 미만으로 확인된 계정은 이용을 제한합니다.
• 기능 설계: 서비스에는 비공개 메시지(DM)와 일반 댓글 기능이 없어 낯선 사람이 미성년자에게 사적으로 접근할 수 있는 경로가 제한됩니다. 후원 코멘트와 그 답글에도 신고 기능이 적용됩니다.
• 차단: 이용자는 언제든지 특정 이용자를 차단하여 상호 노출을 끊을 수 있습니다.
• 검토 인력: 콘텐츠 검토 담당자는 이 기준과 관계 법령을 숙지하며, 아동 안전 신고를 다른 신고와 구분하여 우선 처리합니다.

Child Safety Standards (English)

Version 1.0 · Published 28 August 2026 · Applies to the Torti app and website operated by Bowmero (Republic of Korea). The Korean text above is the governing version; this summary is provided for international users and platform reviewers.

1. Prohibited content and conduct

Bowmero has zero tolerance for child sexual abuse and exploitation (CSAE) on Torti. The following are strictly prohibited and result in immediate removal, permanent account termination and reporting to authorities. This applies to real minors and to persons depicted or presented as minors, including drawings and AI-generated imagery.

• Child sexual abuse material (CSAM) — any visual depiction of a minor engaged in sexually explicit conduct, and any link to, request for or offer of such material
• Sexualization of minors — content or donation comments that depict, imply or frame a minor as a sexual object
• Grooming — approaching or building a relationship with a minor for sexual purposes, soliciting sexual conversation, images or meetings, or offering donations in exchange for sexual acts
• Sextortion — threatening or coercing a minor using intimate imagery
• Child trafficking or prostitution — advertising, facilitating or promoting the sexual exploitation or trafficking of minors
• Child abuse imagery — glorifying, promoting or depicting physical or emotional abuse of children for entertainment
• Directing users to other services to obtain any of the above

2. In-app reporting

• Every post, donation comment and profile has a Report option in its "···" menu. Choose the reason "Illegal" or "Sexual content", add details and submit — without leaving the app. Reporters remain anonymous to the reported user.
• Reports can also be sent from Settings > Support or by email to [email protected]. Please put [Child Safety] in the subject line for priority handling. Non-users may report by email as well.
• Child-safety reports are triaged ahead of all other reports; initial review begins within 24 hours.

3. How we handle CSAM

1. Immediate removal — confirmed CSAM bypasses the normal moderation queue and is hidden and deleted at once; suspected material is hidden pending review.
2. Permanent termination — the account that posted, shared or solicited the material is permanently banned, its balance and payouts are frozen, and re-registration is blocked.
3. Evidence preservation — removed content, account data and access logs are preserved in an access-controlled store for law enforcement only.
4. Reporting to authorities — we report to the Korean National Police Agency and/or the Korea Communications Standards Commission as required by the Act on the Protection of Children and Youth against Sex Offenses (Article 34), and cooperate with foreign authorities and organizations such as NCMEC where non-Korean users are involved.
5. Re-upload prevention — confirmed CSAM is hashed to block re-uploads of identical files.
6. Victim requests — victims or their representatives may request removal and access blocking under Article 22-5 of the Telecommunications Business Act; we act without delay.

4. Compliance with child safety laws

Bowmero complies with the Act on the Protection of Children and Youth against Sex Offenses, the Act on Promotion of Information and Communications Network Utilization and Information Protection, Article 22-5 of the Telecommunications Business Act, the Youth Protection Act of the Republic of Korea, and applicable child-safety laws in the jurisdictions where Torti is available. We respond to lawful requests from law enforcement and regulators without delay, prioritizing child-safety matters.

5. Prevention

• Users must be at least 14 years old; payment features require date-of-birth verification. Accounts found to belong to users under 14 are restricted.
• Torti has no direct messaging and no general comment feature, which limits private contact between strangers and minors. Donation comments and replies are fully reportable.
• Users can block any other user at any time.
• Content reviewers are trained on these standards and applicable laws.
